As I have never heard of HIPAA I wouldn't know.

Health Insurance Portability and Accountability Act (HIPAA)

You know, It's the reason for all those "Privacy Policies" companies and health care providers had to start giving out a few years ago.

It is also concerned with the electronic data interchange of protected health information. Although, I just did a quick search and can find very little in the way of actual guidelines. It appears that they are nothing more than suggestions or common sense. This is the closest document I found thus far:

I don't imagine that it's any problem using SSL with radicore. They do suggest having a second layer of security like a "favorite pet" question. Is this an option?

Not currently. All that is required to log in is a valid username and password. Remember that Radicore is designed for back office systems which have a restricted number of users, and not for websites which are open to the public.
